In this series of conversations, we speak with the researchers, educators and economists who have contributed their unique and important perspectives to Early Years Study 4. Dr. Charles Pascal is Professor in the Department of Applied Psychology and Human Development at OISE/UT in Toronto. In addition to a life as a scholar, Dr. Pascal has served several Ontario governments as Deputy Minister of Education and policy advisor.

He brings his 45 years of experience and insight to today’s conversation on Canada’s policy landscape around early childhood education across Canada. We look at the past while leaning into the future in our discussion of Chapter 5 of Early Years Study 4: “Rethinking Early Childhood Education—Good Education Cares and Good Care Educates”
